SPEAKERS: John R. Phillips, P.E.
City of El Cajon, Storm Water Program
John Phillips works for the City of El Cajon as an Associate Engineer in the Storm Water Program. Within El Cajon, he has worked in Private Development and the CIP divisions. Previous work experience include working for the San Diego Regional Water Quality Control Board for 12 years in the area of NPDES including Municipal, Construction and Industrial Storm Water; Wastewater treatment; Gas turbine power plant cooling water discharges; and Waste discharge requirements (state waste discharge to land program) – subsurface waste disposal (RV Parks). He also has 15 years of experience in construction in the private sector. John graduated with a Bachelor’s degree in Civil Engineering from SDSU.
Lynn Friesner, Technical Manager
Earthsavers Erosion Control Products
Lynn Friesner is the technical manager for Earthsavers Erosion Control Products. She has over 30 years of field experience working with a large variety of erosion and sediment control products as well as geosynthetics. Lynn has been a Certified Professional in Erosion and Sediment Control for over two decades and has also represented Earthsavers on the Erosion Control Technology Council where she served on the Board of Directors for 5 years. Her expertise with such a wide variety of materials and techniques helps provide solutions for many of today's challenges in stormwater pollution prevention.
